US Offers Aid to Russia Amid Plague Outbreak

Russian authorities quarantine hospital, monitor 200 contacts after suspected pneumonic plague death in Siberia. Canada's health minister says there is no risk for Canada.

US President Donald Trump says the United States is ready to help Russia with a suspected pneumonic plague outbreak in Siberia. Trump said he had not spoken to Russian President Vladimir Putin about it but is prepared to offer US support.

The World Health Organization says the public health risk to the general population appears to be low. US Secretary of State Marco Rubio downplayed the danger, saying it is cause for focus and monitoring, but not alarm.

Russian authorities have quarantined a hospital and are tracing the contacts of an employee at a plague research institute in Irkutsk who died of a suspected pneumonic plague infection. The employee, 28-year-old laboratory technician Darya Shipilova, died on the night of 2 October at a regional hospital in Shelekhov.

Local media identified the cause of death as pneumonia of unknown origin. Russian officials said authorities in Irkutsk have placed nearly 200 people under medical observation. The governor of neighbouring Buryatia region initially said the woman had died of plague, but later edited his post to say she had possibly died of the disease.

Canada's Health Minister Marjorie Michel said there is no risk for Canada. She said the government is following the situation closely, working with the WHO and other countries. US Secretary of State Marco Rubio said US authorities are carefully monitoring the situation, aware that it could spread quickly.

The death prompted Russian health officials to quarantine a hospital and dozens of people. The US is looking at the case very strongly, with Trump saying the US will help if needed. Rubio said the US is watching and monitoring the situation closely.

The plague bacterium, Yersinia pestis, is usually found in small mammals and their fleas. According to the WHO, the plague is highly infectious and can be fatal if not treated early. Pneumonic plague is one of the three forms of the disease, which can be transmitted from person to person.
