Fulbright was born on February 24, 1938, in Burke County. He grew up in Connelly Springs and served in the U.S. Army Reserve before working as a carpenter.
After entering the ministry, Fulbright preached in western North Carolina in the early 1960s. He earned a bachelor's degree from Mars Hill College in 1966 and a Master of Divinity from Southeastern Baptist Theological Seminary in 1970.
Fulbright pastored Pine Ridge Baptist Church near Zebulon while in seminary. He later served as pastor of Rural Hall Baptist Church in Forsyth County from 1970 to 1973.
In 1974, the Foreign Mission Board appointed Fulbright and his wife, Ruby, to serve in Zambia. They worked as missionaries until 1986, with Fulbright serving as a general evangelist.
Upon their return to the United States, Fulbright served as a director of missions with the Alexander Baptist Association in Taylorsville and later with the South Roanoke Baptist Association in Greenville.
Fulbright is survived by his wife of 61 years, three children, six grandchildren, and a brother. His funeral will be held on October 9 at Oak Ridge Baptist Church in Connelly Springs.
