New Zealand Cricket chose to start a privatised competition, named NZ20, with a goal to begin next summer, but Hadlee says he was told the Deloitte report would be shared with participants, which has yet to happen.
Major Associations and District Associations have also not sighted the report, which Hadlee says has created uncertainty, misinformation, speculation and mistrust.
Northland Cricket board chair Derek Slatter has joined Hadlee in demanding transparency from New Zealand Cricket, saying there is a feeling that the truth is being hidden.
The criticism from Hadlee and Slatter follows the departure of key senior executives and staff, including former chief executive Scott Weenink and former Black Cap Dion Nash, who quit the NZC board.
Hadlee says his concerns are about governance, transparency, accountability and the future direction of cricket in New Zealand, and he has offered two solutions to address these issues.
