Tsingshan Partners NRZ

The Zimbabwean steelmaking unit of Chinese metals giant Tsingshan Holding Group signed a partnership deal with the National Railways of Zimbabwe to expand capacity for coal and steel haulage. The deal includes the upgrade of the 80-km track between Gweru and Mvuma and the construction of a 50-km track linking Mvuma to the steel plant.

Tsingshan's Dinson Steel Company will haul 1.1 million metric tonnes of coal from Hwange, a distance of about 600 km, as part of the deal. The company will also transport 600 000 tonnes of steel products from the Dinson plant to various markets in Zimbabwe and the region.

Grand Railway Solutions, a subsidiary of the Dinson group, will provide locomotives, wagons and fuel, while the NRZ will contribute infrastructure and train crews. The deal also includes the upgrade of the 80-km track between Gweru and Mvuma, at a cost of about $27 million.

The construction of a 50-km track linking Mvuma to the steel plant will be done under a build-operate-transfer model, with Grand Railway Services funding the construction and transferring it to the NRZ. The company will recover its costs through offsets.

The NRZ has struggled for years due to under-investment by the government and has stepped up collaborations with private logistics firms and its bulk commodity clients to boost freight volumes. The deal is set to significantly increase annual tonnage for NRZ, while transferring the bulk of coal traffic from Hwange from road to rail.

The NRZ's freight volumes collapsed from a peak of 12 million tonnes in the 1990s to 2 million tonnes in 2025. The partnership with Tsingshan's Dinson Steel Company is expected to help boost these volumes.

The deal is a significant development for the NRZ, which has been working to revive its operations. The partnership with Tsingshan's Dinson Steel Company is expected to have a positive impact on the company's operations and the economy as a whole.

The upgrade of the rail infrastructure is expected to improve the efficiency of coal and steel transportation, reducing costs and increasing productivity. The deal is also expected to create jobs and stimulate economic growth in the region.
