Ryanair has warned it will move a €50m investment and 300 high-skilled jobs to Poland if planning delays derail its project at Shannon Airport.

The airline plans to build a four-bay aircraft maintenance, repair and overhaul hangar and an Engineering Academy in Co Clare. This facility would expand existing operations that currently employ more than 200 mechanics and engineering staff.

Clare County Council has placed the planning application on hold, requesting further information from the applicant, Wonderlight Ltd. The council expressed serious concerns regarding a proposed two-metre-high berm intended to store contaminated soil southeast of the hangar.

Site investigations by Enviroplan Consulting found that part of the site, previously used as a fire training ground, contains soil contaminated by firefighting foam. The proposal involves removing this soil and using it to construct a capped berm in a designated area.

The council cited potential environmental effects on the Shannon estuary and risks to human health. It also noted that the berm could sterilise development lands within the airport in the long term. Ryanair must now provide a justification for the berm and assess alternative soil management options.

Ryanair Chief Operating Officer Neal McMahon said the company is ready to invest but will not accept bureaucracy. The airline expects to receive its first Boeing MAX-10 aircraft in early 2027 and requires additional maintenance capacity by 2028.

Construction of the Shannon facility must begin in early 2027 to meet these requirements. The council's request for more information is expected to delay the planning decision by at least six months.

Key facts

  • Ryanair plans a €50m maintenance hangar and Engineering Academy at Shannon Airport.
  • The project aims to create 300 new high-skilled jobs.
  • Clare County Council has delayed the planning decision by at least six months due to environmental concerns.
  • The delay stems from a proposed 2m-high berm for storing contaminated soil.

Three perspectives

Neutral

The project faces a minimum six-month delay as the council reviews environmental and health risks. Ryanair has set a deadline for construction to begin in early 2027 to support its growing fleet.

Positive

The investment represents a major opportunity for the Shannon region to expand its engineering sector. It would build on existing operations and support the next generation of aircraft mechanics.

Negative

Bureaucratic delays and environmental concerns could result in the loss of €50m and 300 jobs to Poland. The council's scrutiny of the soil management plan has stalled a significant economic development.
